The Difficult Reform of the Chinese State
La difficile réforme de l’état chinois
Résumé
During the second half of the nineteenth century, the Qing State brought in the news institutions, in order to satisfy the needs of international relationships. At the turn of the twentieth century, it relied on the support of the social elites mobilized for undertaking the political and administrative system reform. Despite the failure of the attempt, the institutional and cultural realizations persisted and the constitutionnel agenda still acted upon later the chinese political life.
Dans la deuxième moitié du XIXe siècle, l’État Qing introduisit de nouvelles institutions pour répondre aux besoins des relations internationales. Au tournant du XXe siècle il s’appuya sur les élites sociales mobilisées pour réformer en profondeur son système politico-administratif. Malgré l’échec de cette tentative, les réalisations institutionnelles et culturelles ont persisté et le projet constitutionnel a influencé durablement la vie politique chinoise.
